Job Description
The Guardianship of Estate Representative (GOE) is responsible for the daily financial aspects of the Guardianship program. Also, the GOE Representative will assist with coordinating all estate-related functions of the program, assist with overseeing the financial assets and liabilities of the wards.


ESSENTIAL DUTIES (FUNCTIONS) include the following:

  • Assist with the completion and accuracy of all initial inventories, annual accountings, and final accountings for all Guardianship of the Estate clients in a timely manner. Adheres to due dates given by the courts specific to each county.
  • Rectifying any oversight of financial affairs of assigned wards, may include conducting bank transactions, paying household bills, investing client funds, selling stocks and bonds, selling, and buying property, securing necessities for daily living, making arrangements for contracted work (lawn care, snow removal, locksmith, clean-outs, etc.), and completing benefit-related paperwork and business.
  • Collect and analyze complex financial data as well as maintenance of complex accounts and files.
  • Obtains assessed value of property (per city, village etc.), including securing an appraisal, if applicable. Coordinates the listing and sale of property, as appropriate.
  • Maintains Guardianship of the Estate caseload and visits GOE Wards in person per policy.
  • Will attend all needed court hearings for clients on their case load.
  • Coordinates the removal/disposal of personal items in conjunction with the ward's family, authorized individuals, or the Guardianship Manager by conducting an inventory of ward property and arranging for the drop-off, sale, or donation of items.
  • Ensure all debt obligations and benefit-related expenses are reconciled with ward monies received.
  • Completes, processes and tracks all Social Security, Veterans Administration, Medicare and Medicaid, pension, retirement, and other benefit enrollments, applications. As well as process the renewals for clients' benefits based on client specific deadlines.
  • Completes all WisPact Trust Applications.
  • Will be responsible for establishing funeral trust accounts.
  • Will be responsible for bank and court runs as needed.
  • Responsible for bank account reconciliations (monthly)
  • Maintains all billing notes for GOE visits and interactions accurately.
  • Assist with transferring wards assets to the agency-designated bank by closing out existing bank accounts (including stopping any auto debits and withdrawals),and opening new bank accounts where direct deposits (pension, retirement, annuity, etc.) will be redirected.
  • Monitors bank accounts for Medicaid eligibility as well as the determining need for opening/closing low risk, bank-offered instruments like Money Market or Certificate of Deposit accounts.
  • Ensures ward finances are in order, prioritized and used to meet their living needs.
  • Ensures the completion of all reviews and reporting related to Social Security Administration (SSA), VA Medicaid, Medicare, and Medicare D.
  • Works with Guardianship Manager to review life insurance benefits.
  • Participates in assigned meetings, professional development, and training as required.
  • Performs other duties (or functions) under the GOE job function as assigned.


QUALIFICATIONS:

  • Bachelor's Degree in accounting, business, social service, or related field preferred.
  • Accounts Receivable experience preferred.
  • Experience in accounting/bookkeeping preferred.
  • Some experience in real estate, mortgage lending/processing preferred.
  • Representative Payee a plus.
  • Must have a valid driver's license and reliable transportation.
  • Must have proof of insurance AND meet the requirements of the Employee Driving Policy.
  • A Criminal Background Check must meet the requirements of the State of WI licensure for day programming.
  • A Credit Check is required for this position.


Specialized Skills/Abilities/Knowledge:

  • Considerable knowledge of accounting principles.
  • Ability to interpret and analyze complex financial data.
  • Knowledge of Adult Guardianship.
  • Proficient in Microsoft Office Suite programs and QuickBooks.
  • Ability to maintain confidentiality.
  • Awareness of disability issues.
  • Ability to interact with people from culturally diverse backgrounds and display strong customer relation skills.
  • Ability to communicate effectively, verbally and in writing to county entities and court officials.
  • Ability to problem-solve complex financial and estate related issues.
  • Self-motivated and able to work independently.
  • Must be extremely organized and able to multi-task and prioritize and manage workflow.
  • Must be honest, dependable, and able to meet deadlines.
  • Must exercise sound judgment in making decisions and act accordingly.

PHYSICAL DEMANDS:

  • May be required to lift, carry, push or pull up to 25 pounds.
  • Frequently requires sitting, standing, walking, bending, squatting, kneeling and reaching.
  • Occasionally exposed to loud/noisy environments.
